Senior Executive

As the independent economic and safety regulator of Great Britain’s railways we are actively striving to drive for a safer railway, support better services for customers, secure value for money from the railways and promote an increasingly dynamic and commercially sustainable sector. We are looking for two talented, experienced and enthusiastic communications professionals to join ORR’s three person stakeholder relations team. In this small team all members will need to be able to work flexibly across a broad stakeholder base and potentially be able to work more widely across communications disciplines. There will also be opportunities for the team to support thematic work we are doing in areas such as transparency, Europe and occupational health. Of the two posts one; • will work to support our Parliamentary engagement programme, including Westminster, the Welsh Assembly and the Scottish Parliament and engagement with Government and government departments; • the other will work to support engagement with industry stakeholders, including passenger and freight train operators, infrastructure, railways suppliers and safety. Both roles will also be called on to provide strategic communications support to programmes of work which cut across all stakeholders. This is an opportunity to be an integral part of our key communications functions during an exciting time of change in the railways. In the year ahead ORR will be making important decisions which will set the financial structure and infrastructure outcomes for the railways through 2019. We are also moving into a greater passenger-facing space and will be looking for ways to tell this story effectively, as well as to serve a new stakeholder base. Key responsibilities Both post holders will be expected to: • provide strategic stakeholder communications advice to the Chair, Chief Executive and wider organisation, including developing effective multi-channel strategies; • develop and maintain an up to date understanding of ORR’s stakeholder landscape, policy issues and industry developments; • develop a network of contacts and continually build a positive relationship with stakeholders; • identify opportunities to enhance ORR’s effectiveness with stakeholders; • support the external engagement programme for the Chair and Chief Executive to ensure communication with key stakeholders is timely and targeted and designed to achieve clear strategic aims; • provide advice to policy colleagues on maximising the effectiveness of their publications, including ensuring messaging, tone, language and content are clear and concise; • write and produce effective stakeholder material for all channels; • assist teams from across the office successfully articulate and deliver their own communications objectives; • produce and manage key briefings for ORR’s senior leaders on relevant issues; • deliver and advise on event planning for seminars and conferences involving high profile participants and attendees; and work with colleagues on cross-cutting communications projects. Competencies You will have experience working with varied stakeholders in a complex environment, and be able to effectively manage multiple projects and priorities. Broad experience of working across a range of communications disciplines would be a benefit. It is essential that you are able to demonstrate the following skills and experience in your application and at interview: • previous experience of working in a communications role; • proven track record of providing effective communications advice and delivering results; • development and management of relationships with external stakeholders; • the ability to work across teams and with senior staff and to influence internal and external decision makers and • understanding of how to integrate engagement across multiple communications channels and demonstrable knowledge and experience of other professional skills in communications such as media relations and digital engagement; • experience of introducing devolved stakeholder management processes or at least of working with them; and • excellent judgement and analytical, written and oral communications skills. Parliamentary role Essential • experience of working with Ministers, Government departments, non-departmental public bodies or Parliamentary bodies; and • an understanding of how Government and the political process works Desirable • an understanding or experience working with the Welsh Assembly or Scottish Parliament.
