Senior Economist

Specific Minimum Qualifications and Expertise • Qualifications. A degree in economics or related discipline of 2.1 or higher, or equivalent. • Economic experience. Expertise in applying regulatory economics and/or developing policy in a commercial and/or public sector environment, ideally gained within the energy sector. • Analytical experience. A proven ability to structure a robust programme of analysis and evidence gathering to support the provision of objective advice on a wide range of technical and commercial policy issues. • Project management. Strong project and resource management skills, to support of the efficient operational management of Smarter Markets directorate and Ofgem more widely. • Communications. Strong verbal and written communication skills, including the ability to communicate effectively to a range of internal and external audiences. • Stakeholder management. A proven ability to identify and actively manage key stakeholder relationships with professionalism and integrity, consistent with effective and inclusive consultation. • Strategic thinking. The ability to think strategically, so as to understand the work of the team and the Directorate in a wider context, and to understand the wider impact of decisions. • Sector knowledge. An understanding of the regulatory and commercial frameworks governing the operation of electricity and gas markets, and the ability to build and maintain a detailed knowledge of particular areas of relevance to the work of Smarter Markets. Purpose • This role is in Ofgem’s Smarter Markets team, which is analysing ways that smart metering could improve competition in the energy supply market. You can find more information about our current and future work in the following document: http://www.ofgem.gov.uk/Pages/MoreInformation.aspx?docid=9&refer=Markets/sm/strategy • You will be asked to contribute significantly to policy and strategy development in support of the work to reform market-supporting processes. • Specifically this role will involve quantitative and qualitative analysis of energy market policy in areas such as enabling demand to be responsive, the process that allows customers to switch supplier and the mechanisms for settling payments for energy. These will be fundamental to the development of a competitive environment for new products and services that smart metering can deliver. Key Outputs and Deliverables • Contributing management and analysis to the task of scoping and designing the smarter markets reform strategy and the work programme for delivering the strategy. • Leading the team’s approach to developing an analytical and empirical underpinning for the market reform strategy. • Leading policy development of component parts of the smarter markets reform strategy. • Leading the drafting of letters, consultation and policy documents to communicate Ofgem’s views. • Managing a process of engagement with a wide range of internal and external stakeholders. Key Stakeholder Relationships Internal • All Markets Division senior management. • Ofgem staff in other divisions, including Sustainable Development and Smarter Grids & Governance. • Ofgem’s Executive and Authority. External • Energy suppliers, other market participants and central bodies. • Consumer representative bodies. • Current and potential energy services providers. • Relevant government departments, including the Department for Energy and Climate Change. • Opinion leaders, regulatory and competition bodies and relevant academics. Key Accountabilities • Lead and manage a team of professional staff, including external consultants, as necessary. • Lead the development of quantitative and qualitative analysis of market developments and policy. • Lead the development of written deliverables (internal and external) such as reports and regulatory decisions. • Ensure clear communication (internally and externally) on own policy areas and on Ofgem policy more generally.
