ob Purpose:  Under general supervision, the Contract Manager is responsible for being a key person in negotiating contracts, maintaining high compliance, and providing regional and custom contracting support.  The Contract Manager is a key team member in facilitating the negotiation of contracts and shall work with contracts related to, but not limited to, Medical/Surgical, PPI, Cardiology, Ambulatory, Non-Clinical, and Surgical Services and Pharmaceutical products.  

Essential Duties & Responsibilities:  

    * Responsible for negotiation, initiation, and composition of vendor agreements and contracts to ensure the highest quality and best overall value for Sutter Health.
    * Manages the bid process and generates RFP’s according to Sutter Health policies, conducts the entire RFP process through evaluation, clinical trials and vendor service level assessment.
    * Negotiate IT Hardware, Software, and Consulting Agreements. Requires strong knowledge of technology law and contracting and exceptional negotiation skills.
    * Maintain database/list of all IT contracts to pro-actively monitor for renewal options / negotiations, asset management, and vendor management.
    * Strong project and process management skills with the ability to handle multiple vendors and multiple contracts as well as a wide range of tasks
    * Strong ability to communicate with IT users, legal and procurement staff, and business leaders to craft contracts that align complex needs with contractual requirements to achieve business outcomes
    * Strong relationship and interpersonal skills to be applied in working with vendors across the entire contract life cycle
    * Ability to structure bids; evaluate bids against a broad set of evaluation criteria, and provide recommendations for vendor selection
    * Review of current and existing contracts to identify contract expirations and coordinates with appropriate stakeholder(s) to determine contract renewal disposition.
    * Reviews current, revised, and new Group Purchasing agreements to determine cost benefit to Sutter Health. Determines benefits to linked GPO agreements versus exploring local contracting agreements.
    * Monitors and supports supplier initiatives and programs developed to ensure compliance to contract portfolio.
    * Recommends opportunities and the development of additional contract areas by interacting with internal Strategic Sourcing staff, executive management, and prospective vendors, to include the use of analytical market research tools.
    * Work with Contract Analysts and other Strategic Sourcing staff to secure appropriate data to be used in analyzing vendor information.
    * Prepares, maintains, and monitors Solicitation Documents to include receiving vendor responses to ensure compliance with purchasing policy and procedures. Acts as a resource to Strategic Sourcing staff regarding contractual agreements with vendors.
    * Performs analysis of market conditions utilizing publications as well as internal and external statistical data.
    * Pursues professional development and education through attendance at appropriate seminars and membership in appropriate professional organizations.
    * Assist the Service Line Leads and other team members as assigned.

  Internal Responsibilities:  

    * Adheres to all company policies and procedures including, but not limited to those identified within the Standards of Business Conduct and the Employee Handbook, as may be amended from time to time. Adheres to all applicable laws and regulations and the company's governance/compliance program.
    * Responsible for reporting violations of the company's policies and procedures, Standards of Business Conduct, governance program, laws and regulations through the company's Help Line or other mechanism that may be available at the time of the violation. Assists with internal control failure remediation efforts.
    * Becomes knowledgeable of internal control responsibilities through training and instruction. Responsible and accountable for internal control performance within their area of responsibility. Participates in the internal controls self-assessment process.
    * Ensures concerns with internal control design or performance and process changes that impact internal control execution are communicated to management.

Minimum Knowledge, Competencies & Qualifications:  

    * Bachelor’s degree, and four to six years of demonstrated experience in purchasing and IT contract management.  Healthcare experience is a plus.
    * Experience in one or more IT categories including hardware, software, service, and communication
    * Experience working with legal and procurement staff
    * Experience with asset management lifecycle practices that include hardware and software inventories, lease administration, and software licensing
    * Knowledge of procurement and vendor management practices and certifications
    * Must have the ability to conduct in-depth discussions regarding healthcare purchasing with members and potential suppliers.  Must be able to solve complex problems encountered by members and / or suppliers.
    * Ability to interpret financial reports into meaningful business decisions that positively impact the Company.  Must have experience budgeting and managing financial statements.
    * Demonstrates strong analytical and problem-solving skills, is detailed-oriented.  Has the ability to define problems, collect data, establish facts, and draw valid conclusions.  Able to interpret an extensive variety of technical instructions in mathematical form and deal with variables.
    * Position requires the ability to manage large projects.  Interacts with employees at all levels within the Company.  Must utilize multiple forms of communication to achieve objectives of position.  Interacts often with staff, suppliers and others from outside the Company.  Frequently composes communication pieces that are sent outside the Company.
    * Is highly skilled in the use of personal computers and related software applications, including but not limited to intermediate knowledge of the following Microsoft products: Word, Excel, PowerPoint, Access and Outlook.
    * Able to communicate professionally, effectively and courteously, both orally and in writing.

  Travel:  Some local travel may be required.

Physical Demands:  Duties typically are performed in an interior, office work environment.  Position involves sitting at a computer for extended periods of time.  Requires manual dexterity required to operate standard office equipment including but not limited to a computer keyboard and telephone.
