Finance Manager

The Role The Scholarships Finance Manager is an integral part of the running of the Scholarship Programmes. The post holder will work alongside the heads of each department, providing advice and guidance on financial matters that impact on the various Scholarship programmes. They will work with external bodies, which include DFID, FCO, Commonwealth Scholarship Commission and Marshall Aid Commemoration Commission. Included in their task will be negotiating financial outcomes on the ACU’s behalf. The Post holder will have strong communication and interpersonal skills to convey complex information to a range of audiences. Key Responsibilities Provide strategic and operational financial advice on Scholarship schemes. Devise & monitor payment systems Forecast expenditure and ensure cash is requested and received in a timely manner Report income and expenditure and cash flows Specific Duties Develop and implement financial models for the selection of awards and the management of programmes Contribute to planning and allocation of scholars, calculating financial implications and preparing budgets Devise policies to ensure efficient payments to scholars Manage relationship with cash card provider to ensure optimal economic operation Manage relationship with travel agent to ensure optimal economic operation Liaise with scholarship staff to ensure correct calculation of payments to scholars Report expenditure and cash flows against budgets, and maintain forecast estimates of full year expenditure. Accuracy is vital as overspend / underspend tolerance is low Liaise with National Audit Office and other auditors on audits as required Prepare formal financial reports to conform to desired accounting standards on quarterly / annual basis Liaise with funding bodies (DFID, FCO, Commonwealth Scholarship Commission and Marshall Aid Commemoration Commission) to ensure all financial and accounting requirements are met Liaise with funding bodies (DFID, FCO, Commonwealth Scholarship Commission and Marshall Aid Commemoration Commission) to ensure information requirements are met Represent the ACU at meetings with externally funded bodies (e.g., Finance & Audit Committees), negotiate outcomes, advise heads of the department and the Director of Scholarships on best course of action Manage people and or resources when needed Essential Requirements Professional finance qualification essential (CA, ACA, ACCA or ACMA) Legal entitlement to work in the UK Knowledge on the Data Protection Act 1998 Analytical skills to investigate the root cause of a problem and work toward a solution Ability to utilise various technologies to complete work and a willingness to learn and drive the use of suitable new technologies to achieve results Ability to communicate complex financial information to a range of audiences, from financial experts to staff from a non-finance background Ability to manage multiple financial schemes / programs effectively Ability to manage and run ad hoc projects where the need arises Strong planning and organisational skills to provide long term strategic advice to senior management Credibility in advising on Finance policy and policy direction Desirable Skills Empathy for Commonwealth values highly desirable.
