Communications Manager

Working to the Head of Corporate and Change Communications this role primarily works to articulate the voice of NOMS through consistent and clear editorial guidance, planning, delivery and message management. As corporate ‘editor in chief’ the role is responsible for ensuring that all corporate information and content project the organisation’s vision, values and objectives through the production and implementation of a corporate content strategy. The role is responsible for creating and commissioning (primarily through the national communication managers and the Production team) corporate information and content to ensure that information about the Agency on all corporate channels is comprehensive, accurate, current, audience appropriate and reflects the organisation’s vision, voice and values. The role also provides professional communication account management advice and support for the corporate functions of ICT, procurement and finance, delivering strategic and tactical communications support to these functions as defined by a Service Level Agreement. This is a non-operation role, based in London as part of the NOMS Communications Group within the HR Directorate, reporting to the Head of Corporate and Change Communications. It has no direct line management responsibilities. Location - Clive House, London, SW1H 9EX Responsibilities, Activities & Duties You will be required to carry out the following responsibilities, activities and duties: Content strategy • Responsible for the tone and messages pan-NOMS content (off and online) which is suitable for staff and stakeholders and tailored for different audiences and is mindful of media interest (hence need for close working relationships with MOJ press office and ministerial offices as appropriate) and links to offender communications as appropriate, taking into account the victim in sense checking • Responsible for the content strategy holding the corporate message memory and planning across channels in collaboration with the Production and Channel Manager • Produces editorial plan for all channels, ensuring content directly supports overall strategic business objectives • Enhances corporate reputation by ensuring NOMS content receives appropriate coverage through MoJ publications and channels (including online) and NOMS stakeholder activity • Ensures editorial and content plans are delivered through the commissioning of work cross the team, particularly through the national communication managers and the production team • Responsible for ensuring consistency, coherence and professional standards are applied to all content. • Acts as Plain English champion ensuring messages and content are demonstrably clear and understood by intended audience. • Devises quality check of content to ensure standards are maintained and develops skills across the team if needed • Creation and ownership of style guidance and equality, race and diversity representation assurance • Responsible for corporate core narratives to support strategic objectives and enhance the brand strategy • Responsible for style and tone that support and develop the brand, providing guidelines and guidance and advertising policy for publications as appropriate • Ensures all content is appropriate for intended audience, using available research (or commissioning if necessary) develops content as appropriate • Establishes effective mechanisms to enable bottom-up content generation and employee voice and testing e.g. responsible for content test groups/editorial boards • Responds to feedback and learning from internal evaluation mechanisms by addressing issues in content and guidelines as necessary Account management (ICT. Finance and procurement) o Provides strategic and tactical communications recommendations and support to the Directorate’s business as usual and major projects e.g. national policy or major change projects which have service-wide impact. Activities include: o Develops and agrees with the national Directorate and their SMT their communications priorities and needs. o Develops the directorates’ communications strategy for core business requirements including policy and major change projects o Ensures delivery of full communications plan including liaising with press office on media handling issues of policy or project impact o Acts as a communications specialist advisor and contact point within their client directorate ensuring attendance at all key meetings as agreed with the Director, including SMT/s o Develops and monitors a work plan to deliver communications agreed and works with the central team to commission and develop products against this plan during the year o Provides full range of specialist communications support (from strategic planning to execution e.g. editorial and campaign delivery), creating copy and publications but commissions work from the central business team where required (e.g. events, online, print) o Identifies and utilises audience insight and stakeholder mapping techniques to build recommendations for communications strategy and planning o Presents recommendations to their SMT and negotiates buy-in and support for communications plan and its implementation o Responsible for the delivery and monthly reporting of progress to their director and Senior National Communications Manager/ Head of Strategy and Engagement. o Acts as the key conduit in the Directorate to ensure consistency in all communications in line with MoJ and NOMS communication objectives. Collaborative planning and working with NOMS and MoJ Communications colleagues o Actively participates in pan-departmental and Govt communication networks including reporting of Directorate activity and sharing good practice o Ensures that all communications outputs from directorates are delivered in accordance with frameworks and strategies for: o NOMS’ corporate communications priorities o Brand and corporate identity o Forward message/activity planning o Stakeholder strategy o Channel management – publications and digital media o Supplier frameworks to ensure quality and value for money o Works closely with NOMS communications/MoJ communications team and MoJ Strategy on national and Departmental communications initiatives to ensure corporate consistency o Suggests ideas/methods for the improvement of communication/process improvement. Management and resources o Contributes to the development of strategy and business planning for the Directorate with learning gained from communications activities. o Develops a range of media, publications and people-based resources, and events, in addition to structured regular events and publications o Develops surveys to analyse the effectiveness of departments/campaigns and communicational messages o Works across the team to ensure effective utilisation of corporate channels, messages, resources and facilities to enable targeted, quality communications to staff and stakeholders o Actively participates in national meetings/working groups maintaining a current awareness of political, social, legislative and policy changes affecting the service o Produces any regular reports relating to own area of work o Manages communications contract personnel brought in to assist their designated portfolio area o Adheres to the constraints of the Cabinet Office marketing and advertising freeze/challenges spend to ensure value for money From time to time, you may be required to undertake additional activities which are appropriate to the level of your Group Profile (GP)
