Electric System Operator

ob Responsibilities:

      As an Electric System Operator you will be part of the team for Long Island Power Authority's (LIPA) Electric Energy Control Center. You will supervise the District Operators on 24/7 basis in order to manage the safe economic operation of the of the LIPA electric generation, substation and transmission system to ensure security and reliability. In order to succeed you will:

    * Promote and implement procedures for normal and emergency operation of the bulk power system, including voltage reduction, emergency load reduction and load shedding, in order to ensure working practices are compliant/in line with National Grid policies and regulatory requirements.
    * Monitor the LIPA transmission system area-wide voltage 24/7 and direct the District Operators to implement corrective action.
    * Review and modify the day-ahead generation commitment schedules for the LIPA system and coordinate changes with the New York Independent System Operator.
    * Direct the activation and de-activation of generating units to solve real-time and post contingency violations associated with the LIPA and New York State Transmission system.
    * Review the scheduling and direct the real-time operation of phase angle regulators to maintain contractual and systems operating limits on A/C interties with neighboring systems.
    * Manage and approve real-time changes to generating units work requests, affecting unit availability and capability. Monitor Generation Outage Management system to maintain accurate LIPA system generation capacity reports.
    * Keep up to date with National Grid policies and procedures, New York Independent System Operator procedures, Northeast Power Coordinating Council guidelines, Corporate Duty Officer Notification procedures and Electric Power Supply Corporate Incident notifications to ensure the optimization of best practice for National Grid.
    * Maintains and provides reports on hourly system conditions and performance for LIPA officials. Maintains and provides reports on system generation events and abnormal events defined within NYISO System Operating Procedures for LIPA officials.
    * Support the restoration of the LIPA transmission system during storms and other emergencies to ensure immediate response to outages.
    * Participate in the New York Independent System Operator "Dispatcher Training Program" develop personal skills and knowledge.
    * Direct the operation of the transmission ties to other utilities in order to maintain adequate capacity and reserves to meet customer demand and to utilize the interchange capacity economically.
    * Prepare for and pass NERC Certification exam
    * Authorize and approve daily time sheets and overtime hours worked by the District Operators.

      Job Qualifications:
          o Bachelor's Degree in Electrical Engineering, other Engineering disciplines or related technical degree with demonstrated experience with transmission, substation, distribution or generating systems. In lieu of degree, equivalent work experience of 5 years in a transmission, distribution or generation operating environment.
          o Minimum 5 years experience in the operation of bulk power, transmission and substation system, combined with a solid technical foundation satisfied by either five or more years of job experience in transmission, substation or generation operating environments.
          o Applicant will be required to take an approved work aptitude test by an outside consultant in order to accept this position.
          o Thorough knowledge of the Rules for Safe Operation, the General Rules for Safe Operation of the Electric Transmission System (OI-20002) and the Collective Bargaining Agreement for Local Union 1049.
          o Knowledge of computer simulation tools, including load flow and unit commitment.
          o Tolerance of job stress and pressure is major contributor to success in this role.
          o Ability to work a rotating 12 hour shift (24/7 - 365 days).
