Data Architect
Position Description:
The Health and Compliance Practice at CGI Federal is looking for an experienced Data/Information Architect. Individual must be highly collaborative and have ability that supports the transformation of a variety of data assets into productive information resources that the end users of the systems can easily access, share and reuse. The individual will ensure that the data assets are supported by the architecture in achieving the strategic goals of the organization.
Job Description:
Define and shape the information vision for a large federal agency including definition and implementation of a strategy for data socialization using the Socrata suite of tools.
Work with senior leaders and stake holders to understand business data needs, and integrate those into information architecture
Continuously research, analyze and strategize the use of open external health care related data sets to be mashed up with available internal application level data to solve any business needs and challenges for the stakeholders as well as provide valuable information to the end users.
Provides problem solving expertise including the formulation and testing of hypothesis, and the complex analysis of data.
Assists other program area data architects and modelers to align their program needs with the enterprise data management strategy
Implements the physical and technical security and privacy of protected health information (PHI).
Define the use of available APIs that can be leveraged for along with the open data.
Develop and maintain a formal description of the data structures including data definitions, data models and data flow diagrams.
Extensive experience in data warehousing, enterprise data application and systems integration, relational databases and semantics, creating data dictionaries, logical and physical data models.
Define and develop data standards, methodologies and guidelines, best practices and policies around data quality, data governance, data privacy and data security as well as any other key standards critical to the business.
Work with the data modelers and database administrators on the team to identify opportunities for designing and optimizing the performance of the database utilization for large applications.
Solid understanding of Service Oriented Architecture to be able to design and develop data services as well as serve as a part of the SOA team to guide them through the implementation of the data layer in the architecture.
Required Skills Include:
5+ years with Data/Information architecture and the ability to create enterprise data architectures for large enterprise databases
Ability to visualize data - charts, graphs, maps, etc. Basic understanding of geographic information systems (GIS) and geospatial data to be able to present the data in a meaningful way to the end users.
Solid foundation in working with data, including data modeling, data analysis, data visualization and data transformation.
Strong relational database knowledge/experience (SQL Server 2008, Oracle).
Strong conceptual, logical and physical data modeling and data architecture experience
Experience with Entity Relationship Diagrams and data modeling tools such as ErWin
Experience building and managing data warehouses at a large-data intensive organizations
Experience using ETL tools and experience with industry standard Business Intelligence tools
A thorough understanding of industry best practices and SOA based enterprise data architectures
Design and implementation of at least one application using one of the leading Business Intelligence packages (e.g., Cognos, Business Objects, MicroStrategy, Spotfire, ClickView, SAS)
Experience with Big Data NoSQL databases a plus.
Experience working in an Agile software development environment is desired
Experience participating in all aspects of a full-lifecycle development methodology, and related quality concepts and processes
Experience working in the Healthcare IT Industry is a plus
Excellent problem solving, ,communication, and interpersonal skills
Experience with Unified Modeling Language (UML) is a plus
Extensible Markup Language (XML) is a plus
