Controls Programmer
The intermediate level Design Engineer is responsible for performing analysis, design, and documentation tosupport of daily operations. Responsibilities Include:
• Direct activities to ensure construction, installation, and operational testing conform to functional specifications and requirements.
• Review contractor shop drawings and ensure they meet specifications of design documents and Department design guidelines.
• Develop, recommend, and test the plans, designs, and programs for the operation, maintenance, and optimization of the regional distributed control system.
• Evaluate the capacity and reliability of the regional distributed control system.
• Knowledge of sensor-based computerized process control systems.
• Ability to design system networks based on unknown future requirements.
• Knowledge of the general standards applied to designing, integrating, constructing, operating, and maintaining DCS, data network, and video communication systems.
• Ability to develop, interpret and document control and communication technical specifications, procedures, and directives.
• Knowledge of the typical technology, hardware and software tools, diagnostic and preventive maintenance practices used to manage and maintain DCS, computer systems, video information, data and communication systems.
• Design and review instrumentation and electrical controls for equipment.
• Review and correct electrical ladder logic systems for functions such as sequence and timing control.
• Assist I & C technicians of instrumentation trouble shooting, problem identification and change implementation.
• Knowledge of the System architecture to coordinate data base changes and ensure unique tag numbers throughout the system.
• Understand the City’s control and communication software standards and design guidelines.
• Supervise the activities of consultants, vendors, and contractors.
• Ability to set priorities, coordinate and schedule work in a logical manner so that resources are effectively used.
• Analyze problems to determine what needs to be done the resources necessary to complete the job.
• Ability to write clear, well-organized and grammatically correct sentences and paragraphs to write letters, reports, etc.
• Maintain positive and professional relations with others under adverse conditions and to exercise sensitivity to the needs of others.
• Transform complex facts, concepts, and theories into practical, economical design statements.
• Knowledge of fiber optics and maintain the Departments existing fiber optic network.
• Knowledge of wastewater treatment plant design construction and operations.
• Proficiency of ISA standards and their application including loop drawings.
• Proficiency of MODBUS data links.
• Knowledge of the Emerson WDPF II and Ovation hardware/software platforms.
• Program and troubleshoot smart instruments and work with HART protocol.
• Knowledge of PID functions.
• Conduct loop checks through equipment process testing.
• Perform basic principles of instrumentation trouble shooting, problem identification and change implementation.
• Ensure the Departments design guidelines are strictly adhered to.
• Provide a thorough knowledge of ISA standards.
• Willing to travel to various treatment plants and pump station sites.
• Provide written review of contractor submitted documents such as loop diagrams, written control strategy narratives, standard operating procedures, O & M manuals and program logic.
• Actively participate in meetings with outside contractors and customers while representing the interests of the Public Utility Department.
• Help maintain a document control library containing As-built drawings, loop diagrams, design documents, contractor shop drawings, O & M manuals and Design specifications.
ESSENTIAL SKILLS REQUIRED

• Bachelor's Degree in Electric Engineering
• 3 to 5 years experience as Design Engineer with C++, Control Systems, Instrumentation, UNIX shell scripting, Emerson Ovation, Westinghouse WDPF
DESIRED SKILLS REQUIRED
(including team oriented, managerial skills, etc.)
• Knowledge of system life cycle / application development alternatives
• High aptitude for complex problem analysis / resolution
• Excellent communication skills; ability to effectively present to target audience
• Ability to effectively work with all levels of personnel within the organization
• Detail-orientated; uses sound judgment; and is self-motivated with the ability to handle multiple tasks
• Very good organization and time management skills
