Controls Programmer
Position Description:
The intermediate level Controls Programmer is responsible for performing analysis, modification, documentation and support of daily operations. Responsibilities Include:
• Analyzes, reviews, and rewrites programs to increase operating efficiency or to adapt a program to a new requirement.
• Coordinates physical changes to DCS database and understands ISA tag naming nomenclature and ensures a unique tag for each component throughout the entire Department.
• Implements security measures to safeguard information in computer files.
• Administers and monitors computer program that controls user access to the system.
• Compiles and writes documentation of program development and subsequent revisions.
• Work with UNIX, Sun Solaris, Windows and DOS operating systems.
• Conduct programming changes with Emerson WDPF relay ladder logic programming and MACUTILS.
• Conduct programming changes of Emerson Ovation SAMA Functional programming.
• Work with Ovation Power tools suite and Developer Studio.
• Troubleshoot WDPF hardware such as MDX cards, MHC cards, COT cards and Q-line I/O.
• Troubleshoot Ovation hardware such as OCR 161 controllers, OCR 400 controllers and R-line I/O.
• Implement data links and Modbus programming from remote PLC’s and controllers to the main Emerson distributed control system.
• Program and troubleshoot smart instruments and work with HART protocol.
• Implement programming changes based on various process control strategies as defined by Contract document specifications.
• Knowledge of wastewater treatment plant design construction and operations.
• Knowledge of PID functions.
• Conduct loop checks through equipment process testing.
• Provide summary data and information reports for a wide variety of software products, instruments and equipment.
• Incorporate changes to modify graphic screens using Emerson WDPF and Ovation graphics building software.
• Assist users having problems with the use of system software.
• Confers with representatives concerned with program intent, data input, output requirements, and inclusion of internal checks and controls.
• Ensure software program continuity and consistency of application and philosophy throughout multiple facilities.
• Knowledge of the typical technology, hardware and software tools, diagnostic and preventive maintenance practices used to manage and maintain DCS, information, data, and communication systems.
• Perform basic principles of instrumentation trouble shooting, problem identification and change implementation.
• Accurately and quickly access and interpret system and program diagnostic results.
• Ensure the Departments design guidelines are strictly adhered to.
• Supervise the activities of consultants, vendors, and contractors.
• Ability to set priorities, coordinate and schedule work in a logical manner so that resources are effectively used.
• Ability to write clear, well-organized and grammatically correct sentences and paragraphs to write letters, reports, etc.
• Read and understand written material from technical manuals to management reports.
• Maintain positive and professional relations with others under adverse conditions and to exercise sensitivity to the needs of others.
• Provide a thorough knowledge of ISA standards.
• Willing to travel to various treatment plants and pump station sites.
• Provide written review of contractor submitted documents such as loop diagrams, written control strategy narratives, standard operating procedures, O & M manuals and program logic.
• Actively participate in meetings with outside contractors and customers while representing the interests of the Public Utility Department.
Education requirements:
• Bachelor's Degree in Electric Engineering or Information Technology
• 3 to 5 years experience with C++, Control Systems, Instrumentation, UNIX shell scripting, Emerson Ovation, Westinghouse WDPF
• 5+ Years Programming Experience
• Professional Engineer (PE)

• High aptitude for complex problem analysis / resolution
• Excellent communication skills; ability to effectively present to target audience
• Ability to effectively work with all levels of personnel within the organization
• Detail-orientated; uses sound judgment; and is self-motivated with the ability to handle multiple tasks
• Very good organization and time management skills
