PROPOSAL ENGINEER
SUMMARY
Respond to internal customers including Program Management and Business Development in support of the proposal process and on specific proposals. Responsible to support the Bid Manager in the coordination of the proposal team, responding to all proposal and customer requirements, meeting schedule deadlines and achieving budget objectives in accordance with all Proposal and Estimation Processes.
Primary Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
* Supports bid Manager in the planning, structuring, developing and preparing proposals. On small programs.
* Supports bid Manager in the review and interpretation of Requests for Proposal (RFP) to determine customer requirements and disseminates this information to the capture team.
* Devise a plan to ensure a proposal is executed in the timeframe available including the submission of an effective proposal execution schedule using tools such as MS Project.
* Create a technical proposal document using available templates with the organization conforming to the RFP proposal instructions using tools such as MS Word or Power Point as required.
* Coordinates proposal documents between the proposal program group and the technical documentation support area.
* Coordinates various proposal meetings (in accordance with the Proposal and Estimation Process).
* Create summary documentation/presentations describing how bid estimates have been obtained, the scope of work involved, and any assumptions which have been made.
* Coordinate proposal activities related to the customer’s request for proposal providing support and ensuring timely delivery.
* Analyze and identify customer requirements.
* Coordinate program schedules.

responsible for proper classification and marking of all information and materials, in any form, produced by the incumbent. Shall be assigned specific responsibility for Information Security by immediate supervisor or department management. Incumbent shall execute company non-disclosure agreement prior to access to any controlled information.

Extensive knowledge of flight simulator market
Must be eligible for DoD Personal Security Clearance.
EDUCATION and/or EXPERIENCE
* Bachelor’s degree in Engineering preferred but will accept other degrees in Business, English, Communication and Marketing..
* Related skills should include:
o Strong Technical writing and presentation skills
o Team player
o Ability to operate successfully in a volatile and dynamic market environment
o US DoD procurement practices/regulations is preferred.
o Understanding of military protocols and customs is a plus.
o Strong communications and interpersonal skills
o Must be proficient in Microsoft Excel, PowerPoint, Project, Word, and VISIO.
Language Skills
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries and complaints. Ability to generate effective oral and written presentations and proposals on complex subjects.
Mathematical Skills
Ability to calculate figures and amounts, such as prices, commissions, and percentages, and to draw and interpret graphs.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication. Ability to deal with a variety of abstract ideas.
